Measures for the Administration of Deposit Reserves of Foreign-funded Financial Institutions

According to the "China These Measures are specially formulated in accordance with the provisions of Article 23 of the Regulations of the People's Republic of China on the Administration of Foreign-funded Financial Institutions.
1. Scope of deposits
All deposits stipulated in Article 19 of the "Regulations", except deposits from domestic and foreign banks in China, must pay deposit reserves gold.
2. Deposit ratio
The deposit ratio for deposits less than 3 months is 5%, and the deposit ratio for deposits over 3 months (inclusive) is 5%. The rate is 3%. The People's Bank of China may adjust the deposit reserve ratio at any time if necessary.
3. Deposit (Adjustment) Date
After a foreign financial institution deposits the deposit reserve for the first time, it will be adjusted once a month. The payment or adjustment should be transferred to the designated account of the local branch of the People's Bank of China within the 5th of the following month; if the amount is reduced, the local branch of the People's Bank of China will not make the payment (adjustment) after receiving the payment balance statement or deposit (adjustment) from the relevant financial institution. Transfer the certificate to the bank account designated by the relevant financial institution within two days after the receipt. If the last day for deposit or adjustment falls on a holiday, it will be postponed.
4. Deposit (Adjustment) Method
Deposit reserves are paid in US dollars and Hong Kong dollars. When depositing deposit reserves, a daily average balance sheet (Appendix 1) of each deposit account for the previous month should be prepared, and all currencies other than US dollars and Hong Kong dollars should be converted into US dollars based on the market exchange rate announced by the People's Bank of China at the end of the previous month. or Hong Kong dollars, fill in the "Summary Balance Sheet of Deposit Reserves in Various Currencies" (Appendix 2), calculate the total balance of US dollars or Hong Kong dollars, and then calculate the amount of deposit reserves payable (in US dollars) according to the prescribed deposit ratio. The amount shall be calculated to the nearest thousand yuan, and the Hong Kong dollar shall be calculated to the nearest ten thousand yuan, rounded off. The same applies below.) Transfer the deposit reserves payable to the account designated by the local branch of the People's Bank of China.
When adjusting deposit reserves, you should also prepare a balance sheet according to the above requirements, fill in the deposit reserve adjustment voucher (Appendix 3), and then compare it with the amount of deposit reserves paid in the previous period. Compare, increase or decrease.
The fees and expenses for depositing, increasing, or making up deposit reserves shall be borne by the financial institution that makes the deposit, increasing or making up payments; the fees and expenses for reducing or returning deposit reserves shall be borne by the financial institution that makes the deposit, increase or make up payments; It will be borne by the local branch of the People's Bank of China.
5. The People’s Bank of China is responsible for the interpretation of these Measures.
6. These Measures shall be implemented from the date of promulgation.
